HMP & YOI Hollesley Bay

HMP & YOI Hollesley Bay has been an operational prison within Hollesley for over 80 years.

During the summer of 2018, Hollesley Parish Council were made aware of moves to change the permitted personnel to the prison, to include those convicted of crimes of a sexual nature. This news has alarmed many residents of Hollesley and the Parish Council has endeavoured to open channels of communication with both the Prison and the Ministry of Justice over this proposal.

As at 7th November 2018 the following facts have been established:

  • No offenders that pose any known threat to children will be housed at the prison
  • The prison will never be more than a ratio of 60/40 (those with convictions linked to sexual offences v. those without)
  • The former Oak Hill Officers Mess will not be used as an outreach or visitor's centre and will shortly be up for sale


In August 2019, Hollesley Parish Council (HPC) made an official request to the Information Commissioners Office (ICO) for them to rule on requests that HPC had made to the Ministry of Justice (MoJ), that had repeatedly been refused, regarding the disclosure of certain information concerning the plan to hold Men Convicted of Sexual Offences (MCOSO) at HMP & YOI Hollesley Bay (see below for our letter to the ICO)

On 14th May HPC received the ‘Decision Notice’ from the ICO. The full notice can be found on the ICO Website – link here – but in short the ICO have upheld our compliant. In summary the notice is critical of the MoJ in a number of places, is not critical of HPC in any way and has ordered the MoJ to provide HPC with information it has specified in a confidential annex. Unfortunately HPC has not been sent the contents of the confidential annex so we are not aware of the documentation we are going to receive. However, once it is received we shall forward it to the ICO for them to confirm that the MoJ has complied with the ruling completely.

The MoJ has 35 calendar days (from the date of the notice) to provide HPC with the information and we will, if permitted, publish the information we receive on this website.

Hollesley Parish Council will be discussion the information received at their next Parish Council meeting and we will notify residents of any further steps we take.
